The Obama administration is launching a new initiative to use foreign aid to promote gay rights internationally and is the first government strategy to address the issue.

In a memorandum, President Obama directed US agencies working abroad to use foreign aid to assist gays who are facing human rights violations as well as protect gay refugees and asylum seekers. The order also directs US agencies to use foreign aid to work with international organizations to fight discrimination against gays and fight efforts by foreign governments to criminalize homosexuality.

The directive applies to all agencies involved in foreign aid including the State Department, Department of the Treasury, Department of Defense and Department of Homeland Security.
